Founding Partners:
Mr. Dale Sinkler
Dale Roger Sinkler, a US national, is the Founding member of OMS Mauritius. Prior to establishing OMS, Dale served as the Vice President of Business Development at Globeleq for the South-East Asia Region. He was responsible for overseeing business development activities and the operation of multiple electric utilities and generation facilities in the region. Additionally, Dale held the positions of President and CEO at AES Haripur Power Limited (360MW), AES Meghnaghat Power Limited (450MW) in Bangladesh, AES Lal Pir (356MW), and AES Pak Gen (365MW) in Pakistan. He also served as the Construction Manager for AES Medway (660MW) in the United Kingdom.
During his career, Dale played a pivotal role in successfully selling a 100% equity stake in AES Corporations’ assets in Bangladesh and a 38% equity stake in their Middle East portfolio. With over 30 years of diversified experience in the power sector, Dale has been involved in various aspects ranging from business development and construction to commissioning and operations & maintenance of power plants.
Mr. Khalid Javed
Khalid Javed, a Pakistani national, is the Executive Director of OMS.
With over 33 years of experience in power generation, transmission, and distribution in Pakistan and Bangladesh, Khalid has held various key positions in the industry.
Khalid’s expertise lies in project management, contract administration, and team coordination.
Mr. Debjeet Swain
Debjeet Swain, an Indian National, has extensive experience in the power sector, ranging from development to operations to maintenance to negotiating project agreements.
Prior to joining OMS, Debjeet was Globeleq UK, Haripur Power Limited (360MW) and Meghnaghat Power Limited (450MW), Bangladesh; Team Leader, Operations in OPGC (420MW), India. Debjeet has over 28 years of rich experience in Power Station Management, Project Management, Operations, Maintenance, commissioning of Plant & Equipment. He has served in large utilities in multinational companies.
Mr. Joe Selmser
Joe Selmser, a US National, is Founding Executive Director of OMS. Prior to establishing OMS, Joe was Assistant Plant Manager in Globeleq Haripur Power Limited (360MW), Bangladesh. He was also Operations & Commissioning Manager for AES Haripur Power Limited (360MW) and AES Meghnaghat Power Limited (450MW) Bangladesh; and Operations Manager in AES Lal Pir (356MW) and AES Pak Gen (365MW), Pakistan; AES Barbers Point, (180 MW), Oahu, Hawaii, USA; AES Placerita (100MW) Placerita, California, USA; and Newhall Refining Company, Newhall, California, USA.
He has over 32 years of power generation experience in petrochemical and power generation industries, including combined cycle gas turbines, coal circulating fluidized bed boilers (CFB) and conventional oil fired power plants.
Mr. Charlie Lane
Charlie Lane, a US national, brings over 28 years of extensive experience in equipment manufacturing, business development, commissioning, and power facility improvement to his role as Executive Director at OMS.
With a strong background in project management and development engineering, Charlie has held key positions in power plants across multiple countries. Prior to joining OMS, he served as Maintenance Manager in various power plants, including Globeleq Haripur Power Limited and Globeleq Meghnaghat Power Limited.
Charlie currently resides in Lahore, Pakistan, overseeing OMS projects from there.

Mr. Khalid Javed
Khalid Javed, a Pakistani national, is the Executive Director and Chief Operating Officer of OMS. With over 33 years of experience in power generation, transmission, and distribution in Pakistan and Bangladesh, Khalid has held various key positions in the industry.
Prior to joining OMS, he served as the Manager of Business Development in Globeleq for the South-East Asia Region and held managerial roles in power plants and transmission projects.
Khalid’s expertise lies in project management, contract administration, and team coordination.

Charlie Lane, a US national, brings over 28 years of extensive experience in equipment manufacturing, business development, commissioning, and power facility improvement to his role as Executive Director at OMS.
With a strong background in project management and development engineering, Charlie has held key positions in power plants across multiple countries. Stuart Ryan - Director
Stuart Ryan, a US National, Owner and Founder of Rydout LLC, has two decades of experience developing, buying, selling and managing electricity and energy businesses in North America, South America, Europe and Asia. Prior to forming Rydout, Stuart was COO and Executive Vice President of AES Corp, where he served for over 15 years. Under his astute leadership over 10,000 MW of power were added to AES’s portfolio.
Dennis Bakke - Director
Dennis Bakke, a US National, He was Co-Founder President and CEO of the AES Corporation (AES). He was president and CEO of the company from 1994 to 2002. AES was formed in 1981 to generate and sell electricity. AES has grown into a leading global power company with business in over 30 countries, $40 billion in assets, revenue of over $10 billion per year, and 30,000 employees. Corporate headquarters are in Arlington, VA.
Dennis is currently the President and CEO of Imagine Schools, an education service provider for K-12 public charter and independent schools nationwide.
