RPCL-NORINCO International Power Limited (RNPL)

GoB planned for a 1,320 coal-based power plant in Patuakhali. The project is operated by forming a joint venture agreement between Rural Power Company Limited (RPCL) with Chinese state-owned Norinco International Ltd by decision of Cabinet Division. 

The source of the Fund is RNPL‟s own fund. The project cost is estimated to be $2 billion, about 30% of which will be covered by equity investment and 70% will be a loan from the Chinese EXIM Bank. Ultra-supercritical technology will be used in this power plant. 

OMS provides following services to RNPL:

  • Design Validation: Thoroughly review and approve design calculations, drawings, and specifications from the Turnkey Contractor.
  • Erection Oversight: Supervise the installation of electrical, mechanical, instrumentation and control (I&C), and civil components.
  • Commissioning Support: Provide assistance to the RNPL Testing and Commissioning Team.
  • Project Coordination: Collaborate with relevant agencies to ensure a proper, timely, and smooth plant commissioning.
  • Progress Monitoring: Examine the Monthly/Quarterly Progress Reports submitted by the Turnkey Contractor for accuracy and consistency.
